Adelaide O'Brien is Research Vice President for IDC Government Insights responsible for Government Digital Transformation Strategies. Ms. O'Brien assists clients in understanding the full scope of efforts needed for digital transformation, and focuses on technology innovations such as BigData, AI, cognitive, and cloud in the context of government use cases such as customer experience, data driven benefits and services, and public health protection. Ms. O'Brien's research also includes a particular emphasis on journey maps that assist clients in understanding the full scope of efforts required to achieve outcomes, and she has benchmarked the maturity of deploying cloud and Big Data and analytics in the federal government. Her research also includes the threats and opportunities now facing government's ecosystems in leveraging agency information as a critical asset, allowing stakeholders to make better decisions, provide better services and experiences for constituents, and react in real time to limit liabilities and manage risks.

Alex Yang, Principal and Head of Legacy Modernization, Infosys Public Services

Alex Yang is a Principal with Infosys Public Services (IPS) and currently leads the Legacy Modernization Practice. Alex has partnered with senior business and IT executives to build strategic business capabilities, enhance operational performance, and drive digital transformation and modernization initiatives. He has led multiple consulting and implementation engagements on various technology platforms for large, complex organizations across industries including the Public Sector, Healthcare, Biotechnology, and Financial Services. Leveraging his enterprise architecture background, he has worked with multiple commercial and public sector clients to optimize their application portfolios balancing modernization with decommissioning and new capability development.

Dr. Suman De, Head of Government Healthcare Solutions, Infosys Public Services

Dr. Suman is head of analytics and AI for Infosys Public Services. He has extensive experience in the public healthcare sector and previously worked for the World Health Organization, UNICEF and the Indian Public Health Association. At Infosys, Dr. Suman leads the areas of vaccine management, advanced data science and artificial intelligence-enabled population health, social determinants of health analytics, opioid management, care management, and value-based care. He is a frequent public speaker at various conferences, forums and at major universities, including the Massachusetts Institute of Technology. Dr. Suman is based in Hartford, Connecticut. He holds a medical degree from the University of Calcutta and master’s degree in healthcare administration from the Tata Institute of Social Sciences in Mumbai, India.
