The 2018 conference will cover a wide variety of topics including IT modernization, analytics to improve customer experience, coordination with law enforcement, and emerging technologies like Blockchain.

Session description

Public sector organizations have started using Blockchain technology to support a number of processes including asset management, regulatory compliance and citizen services. Delaware, for example, is using it to digitize and store archival records and Cook county is using it for transferring and tracking property titles.

Blockchain technology can offer DMV agencies an opportunity to streamline operations, improve collaboration with partner agencies, deliver secure services, and ensure accountability while minimizing fraud. For example, jurisdictions can use Blockchain technology for:

• Verification of a customer’s record or license, especially for cross-border cases
• Confirmation of ownership or transfer of titles from one person or entity to another
• Updating information about a customer or a transaction by a customer (like license renewal, transfer of title, penalty payment, vehicle maintenance history etc.) in near real-time, across multiple systems and jurisdictions

Since Blockchain records sit in a distributed database there is a clear track record of who updated the record and when, and the risk of these records being tampered is almost zero.

In her session, Lisa will discuss what is Blockchain technology, how it can impact motor vehicle agencies, and how can agencies prepare to take advantage of this new technology.

Lisa Sutter - Principal Consultant – DMV Practice, Infosys Public Services

Lisa Sutter has over 30 years of experience in implementation and management of large-scale technology programs in the public sector across domains including transportation, traffic safety and law enforcement. As a leading industry expert in photo enforcement and license plate reader technology, Lisa has been a featured speaker at IACP LEIM and Lifesavers conferences. Lisa worked in the public sector for almost a decade as a consultant working for the CIO at the District of Columbia’s Department of Motor Vehicles and as a Program Manager on the Command Staff at the District’s Metropolitan Police Department’s Homeland Security Bureau. She also held senior leadership positions in the private sector for Lockheed Martin and ACS. She currently serves as a Principal for Business Consulting for Infosys Public Services focusing on the Department of Motor Vehicles (DMV) sector.
