The State Child Welfare Department (SCWD) administers five human services programs to ensure the well-being of 12+ million children, elderly and the differently abled residents.
Over 12,000 employees in 328 offices used the Statewide Automated Child Welfare Information System (SACWIS) to administer these programs.
The SACWIS had become increasingly complex and difficult to maintain. SCWD wanted to modernize the system to comply with new legislative requirements, address changing needs, reduce the cost of operations and minimize the administrative burden on caseworkers, enabling them to spend more time with people that needed them the most.

Infosys Public Services modernized the State’s legacy SACWIS into a modular, mobile-enabled platform with automated workflows and self-service capabilities.
We engaged the State’s subject matter experts to document new and revised business processes, and leveraged CMMI Level 5-based mature implementation practices to deliver the program in two releases:
The team executed a series of functional and non-functional system, performance and security testing cycles to deliver a secure, scalable system with the following key features.
Improved usability of the system for case workers
Automated processes like routing and tracking of cases, approval procedures for supervisors and administrators which reduced the time required to perform investigations
Increased data accuracy, availability and security
Configurable business rules to help adapt to new requirements quickly
