Event overview
New members enrolling through health insurance exchanges present significant opportunities for health plans. Readiness to integrate with exchanges is, therefore, a key priority for health plans in 2013. However, effective participation requires careful assessment and remediation of operational and technical impacts on systems and processes across the functional chain.
Exchange participation poses several challenges such as evolving requirements, exchange readiness (State/SHOP), product setup, availability of test environments, tight timelines and interdependencies with other critical programs and overall critical path of aligning program schedules.
In this edition of the public exchange onboarding and readiness series, industry experts will discuss how these challenges can be addressed through a structured Test Management Office (TMO) approach, risk-based testing, early validation of requirements, and metrics-based test governance to meet the quality, cost and time commitments of the program.

Abhijeet Pradhan - Senior Director, Quality Assurance, Blue Cross Blue Shield of Minnesota
Abhijeet is responsible for IT quality assurance and quality control across the enterprise at Blue Cross Blue Shield of Minnesota (BCBS of MN). He provides strategic leadership and direction to these functions, enterprise initiatives and operations, collaborating with other IT and business functions in the organization.
BCBS of MN established a dedicated Exchange office and a cross-divisional project framework. This initiative focused on implementing the processes and technology to facilitate compliance with the requirements of healthcare reforms, including being ready to operate on the MN state exchange.
Abhijeet’s QA organization plays a pivotal role in ensuring readiness through a multi-phased Exchange testing strategy.
Chandra Dyamangoudar - Director – Enterprise Test Delivery, CareFirst Blue Cross Blue Shield
As the head of enterprise testing delivery, Chandra and his team address the testing needs of day-to-day activities and corporate initiative programs at CareFirst. He provides oversight to programs such as ICD-10, HCR, and technology transformation among other testing initiatives. Chandra has also led the testing for major CI’s such as the PCMH program, Portals program, HIPAA 5010 conversion, to name a few.
At present, CareFirst is busy gearing up for the Exchange availability across Maryland, Virginia and Washington DC. The enterprise testing delivery team will account for testing across the program, across Exchanges, as well as the end-to-end testing needs.

Siva Nandiwada is an Associate Vice President, Healthcare at Infosys Public Services. He has 15 years of experience in managing large-scale, technology-led business transformation programs that encompass global delivery, business consulting, strategic planning, operations planning, and marketing. He is an alumnus of the Indian Institute of Management, Ahmedabad.
