Key Challenges

The agency depended on an on-premise ERP system to support its core business functions. This presented some unique challenges...

  1. The legacy ERP system was obsolete and not supported by Oracle.
  2. The agency was incurring high costs in order to maintain a separate infrastructure, servers, and database support.
  3. Adapting to the new compliance policy and reporting requirements was difficult.

Requirement

As a first step on its digital transformation journey, the agency wanted to migrate its on-premise ERP system to Oracle Cloud. A technology that is lighter than usual with little or no infrastructure required.

As its needs evolve, the agency intended to leverage cloud technology to scale, ensure data quality, security, and generate better insights.

The agency also wanted to standardize and optimize processes across their nationwide departments and teams.

The Solution

The goal was to take advantage of the advanced cloud technology solution and eliminate labor intensive system activities. Infosys Public Services proposed the Oracle Cloud solution along with Infosys proprietary frameworks and accelerators such as a test automation tool to accelerate cloud migration.

The team implemented the following Oracle Cloud ERP modules to support three key business functions-

  1. Finance - Accounts Payable, Travel and Expense, Asset Management, Treasury, Contracts, Contracts Management, Billing, Accounts Receivable, Grants/Project Costing, Commitment Control and General Ledger
  2. Supply Chain – PeopleSoft Purchasing, e-Procurement and Strategic Sourcing.
  3. Human Capital Management – PeopleSoft e-Benefits, e-Recruit, e-Hire and Performance Management

The team adopted a strategic cloud migration approach for delivery of this project.

Assess and plan with accuracy:

  • Understand system requirements
  • Analyze the volume and flow of data among interconnected functions
  • Assess fitment of Oracle Taleo and Recruiting solution
  • Evaluate the data analytics and reporting requirements

Simplify migration and migrate critical systems first:

  • Implement Oracle SaaS Cloud ERP including Finance, PPM, Procurement and HCM cloud.
  • Implement Oracle HCM Cloud modules – Performance and Goal Management
  • Implement Oracle Planning and Budgeting Cloud Service (PBCS)
  • Implement Oracle SaaS Cloud ERP including Finance, PPM, Procurement and HCM cloud.

Test and plan for future:

  • Test system functionality on the production environment
  • Promptly fix any bugs to avoid any errors and downtime
  • Support and implement extensions/configurations to Oracle CX Cloud
  • Create a future ERP roadmap
